Haunted in 1990 by ghosts of Germany past, neither President Mitterrand nor PM Thatcher supported German reunification. When it proved unstoppable, Mitterrand made it conditional upon Chancellor Kohl's support for the Maastricht Treaty, designed to lock Germany's Fourth Reich into economic, monetary and political union with its western European Community partners. But Maastricht was a botched blueprint, tackling yesterday's problem - inflation - while neglecting today's problems - growth and jobs....
