A Discussion Paper - New Zealand and Antarctica - Commission for the Environment May 1983
New Zealanders have traditionally had a strong interest and facination in Antarctica.
This interest is increasing. So, too, is the interest of the international community. The focus is the resources of Antarctica and the Southern Ocean, both living and mineral.
The purpose of this publication is to increase public awareness of New Zealand's involvement in the Antarctic region and to consider the implications of the current negotiations about Antarctic minerals. This is done by examining the history of New Zealand's Antarctic involvement, the operation of the Antarctic Treaty, the increasing international interest in the continent and the objectives for New Zealand in the consideration being given to the development of a minerals regime.
On this basis the publication identifies the main issues New Zealand is likely to face and should seek to influence over the next few years.
