De Silva served many foreign posts before becoming Chief of Foreign Intelligence in the CIA's Clandestine Service. He was Chief of Station at Saigon in 1964-65, giving the first insider's account of the Americanization of the Vietnam war by President Johnson, General Maxwell Taylor, and Defense Secretary Robert McNamara.
